Between 21-25 November 2022, the Center of Security Studies (KEMEA) organised the second Step of the Train-the-Trainers CEPOL onsite training activity, in Athens, Greece. The activity is part of a three-module course, individually held by the Austrian Federal Police Academy (in June \u2013 online), the Portuguese Higher Institute of Police Sciences and Internal Security (ISCPSI) (in June, onsite in Lisbon) and KEMEA respectively in November, all acting within a consortium. This consortium has been awarded the course organising also in 2023.<\/p>\n

The Train-the-Trainers course fulfils one of the CEPOL\u2019s core objectives; to train trainers and assist in improving and exchanging best learning practices. In particular, this course is designed for Law Enforcement officers – trainers, educational experts and lecturers \u2013 and provides them with the ability to design and deliver training content with a learner-centred approach by applying modern delivery methods and tools, as well as blended learning techniques in a multicultural learning environment. In addition, participants learn to competently assess, when acting as CEPOL trainers themselves, if the learners, after completing a training activity or session, have reached the specified learning outcomes (LOs), to contribute to the overall CEPOL quality training standards.<\/p>\n

23 learners from various Member States participated in practical exercises, simulations, and workshops, and benefited from the knowledge and experience of their trainers from the Austrian National CEPOL Unit, the Portuguese Police Research Centre (ICPOL), the Hellenic Police and from CEPOL, on a Module focused on enhancing the participants\u2019 capacity to deliver training sessions in line with CEPOL\u2019s principles and standards, by applying innovative, effective, and responsive training delivery methods with a learner-centred approach and by promoting the fundamental rights-based approach.<\/p>\n

KEMEA\u2019s Director, Police Lt.General (ret.) Ms Konstantia Koroni, in her welcome speech to the course, underlined the importance and value of training in the law enforcement context, not only regarding skills development and personal growth but also in creating capacity to address operational gaps and effective response to emerging threats.<\/p>\n

CEPOL \u2013 the EU Agency for Law Enforcement Training brings together law enforcement officials across Europe intending to encourage cross-border cooperation in the fight against serious and organised crime and maintenance of public security and law and order. Established as an agency of the European Union (EU) in 2006, CEPOL organises between 80-100 residential activities per year, besides the online courses and the Webinars. The implementation of the residential activities takes place at the institutions of the Member States and the activities cover a wide range of topics. The Center for Security Studies (Kentro Meleton Asfaleias \u2013 KEMEA), founded in 2005, is a scientific, consulting and research organization overseen by the Minister of Citizen Protection, governed by common law, and annually audited by chartered accountants. Its principal purpose is to conduct theoretical and applied research and studies, particularly at the strategic level, on security topics and policies, while being the think-tank of the Ministry of Citizen Protection on numerous policies such as public order, correctional services, terrorism prevention, crime prevention, integrated border management and civil protection as well as on various other security and societal issues; it also provides advisory and consulting risk-management services to an array of public and private organizations.<\/p>\n
